The government has not yet taken any decision on the nameplates of restaurants
A day after senior minister Vikramaditya Singh asserted the UP directive and suggested that the administration has already directed measures to counter the house to house strategy, rumors spread that the state government press officer rendered that an indeterminate conversation hasn’t concluded regarding the sensitive issue.
“The question of street vendors policy is of people’s concern as a lot of proposals with regard to that have poured in from them from various quarters.”
The spokesman however said that the such a step has not been taken by the administration as yet.
Two Congress officials informed HT separately that Singh’s proposals have proved to be embarrassing to an irritated party high authority, opposites column Singh G.
According to the two individuals mentioned above, Rajiv Shukla, in charge of Himachal Pradesh, had to get in touch with Vikramaditya Singh and Sukhu, Chief Minister of the State, to make her complaint. Thereafter, Shukla informed later that a commission headed by Connector Kuldeep Singh Pathania of Himachal Pradesh intends to bring dealers without permitting thereby regulating them.
Since Shukla states, “sellers don’t have to display their names,” he adds that, “however, the action was taken to ensure traffic does not get disturbed.” Shukla said, “It is not like the UP [order]; no order has been granted. Additionally, Singh, according to Shukla, has “not faced any eviction.” The high commands of the party were baffled by what Singh did, read the seasoned Congress Politico.
Sukhu may also not meet Congress President Mallikarjun Kharge, although the described leader who spoke on the condition of anonymity said that “high command’s message has been sent across to the state.” Singh made the comment on Wednesday, a day after a statement from Uttar Pradesh indicated that police verification of compliance would be required and ordered all the cafes and restaurants in the state to place all their operators, owners, managers and staff names and addresses in overt display.
Himachal Pradesh too contended, like Uttar Pradesh, that the action was taken to avoid inappropriate dispensing. Singh declared over the internet about the fate of the UP decree. He published on Facebook and said the same will be done by Himachal.
“In order for the consumers not to have any problems, all the enterprises dealing with the restaurant and fast food services in Himachal Pradesh will have to present the ID of the owner. This had been discussed at yesterday’s meeting of the municipal corporation and that of the urban development. ‘Jai Shri Ram’ said Singh in response.
The decision was made because in concurrent events simmering protests organized by Hindu groups all over Himachal Pradesh saw people demanding for the documentation of the migrants and verification of their legitimacy and even went ahead to say that some of them are illegaly working in the state. Disputes over supposed unlawful building of two mosques; one in Mandi and the other in Sanjauli, Shimla ignited the protests.
As Singh informed, the restaurants will obtain IDs this time from the street vending committee and the IDs will be on displays to the public. “At order in which sanitary food is being served to the clients, it was decided in the forum that all the street vendors and especially those dealing with food products, display their IDs. Even so, some individuals have the excess confidence and concerns.
Therefore, in light of this, it was decided that we shall also implement say a similar practice as the one done in Uttar Pradesh here as well,” the minister told reporters on Wednesday.”
Yet, there was a reversal of this decision on Thursday. The government says that a committee comprising members of the Congress and the BJP was created in respect of the problem. Legislative affairs minister Harshwardhan Chauhan was leading the committee which also included Anirudh Singh Minister of Panchayati raj and rural development and four MLA’s congress Harish Janartha BJP Anil Sharma and Satpal Satti.
Before it issues its recommendations, the Sort proposed to listen to the views of others who had made appeals. The postponement was to allow for further evaluation of the proposals that had been submitted by the spokes person for the government who said Cabinet members would critically consider these proposals after receiving them before making any decision on the issue.
However, as both these persons referred to earlier have suggested a section of the Congress was also annoyed this time as the party had suffered sabotage in February Rajya Sabha polls where with cross voting Congress candidate Abhishek Singhvi was defeated.
But on Thursday, Singh said that the measure was part of an overall strategy aimed at protecting the state’s “internal security”, stressing that the state government was responsible for maintaining law and order and security was not a violation.
Often, they display their registration number to customers. On the other hand, this has to be viewed in the light of the internal security of the state and the apprehensions that had been raised. Similarly, an all-party committee has been formed to investigate every dimension. The internal security concerns of the state can’t be compromised, he said.
Considering now the spate of incidences, which have taken place recently in Himachal Pradesh, Singh said, ‘it is the responsibility of the state government as well as of all of us, to ensure that peace is maintained in the state.’
As per a Shukla-linked functionary, he had a detailed interaction with Singh and the CM regarding the issue and has conveyed his views to the high command. An additional senior functionary depicted that the foremost concern of the party was that the blueprint was exactly the same as what Yogi Adityanath had directed while in Uttar Pradesh.
The construction in Himachal Pradesh produced a strange contradiction especially as Congress had just the previous day turned down the UP move. “This shows that the government is incapable of performing responsibilities for which it has come to power. Under the pretext of police verification, the poor will now face even more harassment. Ajay Rai, the head of UP Congress, had mentioned on Tuesday, that small owners would be blackmailed under the pretext of compliance.’
In July, however, the Supreme Court stayed an order from the Uttar Pradesh government compelling eateries operating on the routes of the Kanwar Yatra to display the names, addresses and cell numbers of their proprietors and personnel In July, the Supreme Court had stayed an order from the Uttar Pradesh government. At that point, the highest court in the land did not mince its words and directed that the state administration provided food should be the main concern and not the location of the people making or serving it.
The Kanwar recommendations caused a political embarrassment. They with all these addiction dates originated in Uttar Pradesh and afterwards in Uttarakhand and Madhya Pradesh. The orders were presumably meant to cater for the diet of Hindu devotees and more so, avoid chaos during the Hindu religious carnival of Ka蹅war Yatra.
Opposition leaders, including some in Congress, condemned the guidelines at the time, arguing that state power was being abused and caste and religious discrimination was being encouraged. Furthermore, they raised concern over the possibility of violence between communities and the economic disadvantage and negative perceptions of certain communities, in particular, the Muslim community which owns a majority of the restaurants on the yatra route.
The Supreme Court of India on July 22, ordered the striking down of the controversial guidelines. Consequently, the owners of food factories would just have to display the kind of food that they are preparing.
It appears to us that it is just appropriate to grant a circumstantial order that entails preventing the implementation of the aforementioned instructions. The bench also made clear that the three states where this order remains in force should be warned that food vendors such as hawkers, dhaba owners, etc., may be required to display the food items for sale and are not required to display the owners’ name, employees’ name, etc., created an impression.
On Thursday, the Himachal Pradesh BJP stated that its government has started taking steps towards generating vendor ID cards and is in support of the proposal.
“Vikramaditya Singh’s assertion has one flaw. He touched upon an issue that our government has started to deal with. Ex-chief minister Jairam Thakur said, ‘We made this rule in the tenure of BJP, and attempts were made at that time to trouble this rule with too many questions.’”
