Congress MP Hibi Eden demands discussion on ‘deteriorating situation’ in Manipur in Lok Sabha
New Delhi: Congress MP Hibi Eden demanded a debate on the “deteriorating condition” in Manipur in her adjournment motion notice to the Lok Sabha on Wednesday. According to Hibi Eden‘s warning, the government should “take accountability and implement immediate measures to restore peace and justice.”
“I thus provide notice that I intend to request permission to propose a motion to delay the house’s business in order to debate a specific issue of urgent concern. In the notice to the Lok Sabha Secretary-General, Hibi Eden said, “The ongoing violence in Manipur reflects a serious crisis of law and order, coupled with allegations of administrative failure.”
It should be mentioned that since last year, the fighting has resulted in many deaths, massive devastation, and enormous displacement.
Bias in managing the issue and a poor reaction to rising tensions are among the accusations made against the state government. According to the notice, “the role of armed groups and the dissemination of inflammatory content have further deepened mistrust between people.”
“National indignation over sexual abuse cases, particularly the parading of women, has prompted the Supreme Court to step in and demand comprehensive reports on investigative efforts at the local level as well as judicial monitoring. Additionally, it said that the humanitarian situation is becoming worse and that displaced people are still living in substandard housing and food shortages.
The notice went on to say, “This House has to take immediate action to restore peace and justice, demand accountability, and address the worsening situation in Manipur. India’s democratic principles and the social cohesion of the state are in jeopardy due to the increasing violence.
On the Union Ministry of Home Affairs’ orders, the National Investigation Agency (NIA) had already filed two additional cases and one in relation to the recent unrest in Jiribam, according to an official statement.
“Acting swiftly on the Union Ministry of Home Affairs’s directions to bring the culprits to book expeditiously, the National Investigation Agency (NIA) has launched thorough investigations into three major cases relating to the recent spate of violence in Manipur,” according to a statement.
On November 13, 2024, the anti-terror agency re-registered three cases after the MHA chose to turn over the investigations to the NIA due to the seriousness of the offenses, the rise in violence in the state riven by conflict, and the need to uncover the wider plot behind the heinous assaults.
In the first instance, two persons were murdered and many buildings were set on fire at Borobekra (FIR No. 29(11) Borobekra PS, dated November 11, 2024). The announcement said that six people, including three women and three children, had later been kidnapped and killed by unidentified extremists.
On November 11, an unidentified group of armed militants opened fire on the Borobekra Police Station and set fire to a number of homes and businesses in Jakuradhor Karong.
In the second case, the NIA has opened an investigation into the 11 November assault by armed militants on a CRPF post at Jakuradhor Karong and Borobekra police stations, Jiribam (original FIR No. 30(11) lodged at Borobekra PS).
After being shot during the assault, a CRPF policeman was sent to Silchar for medical attention. The remains of unidentified armed militants, as well as weapons and ammunition, were found in the area of the assault during a search conducted by the police team and security personnel.
In accordance with many provisions of the Bhartiya Nyaya Sanhita (BNS), 2023, and the Arms Act, 1959, NIA has re-registered the case as RC-14/2024/NIA/IMP.
The third example is the killing of a lady at Jiribram by militants with complete weapons. On November 7, Zosangkim, a 31-year-old mother of three and the wife of Ngurthansang from Jairolpokpi (Zairawn), Jiribam, Manipur, was reportedly raped and burned alive at her home by heavily armed militants.
In accordance with the pertinent provisions of the Bhartiya Nyaya Sanhita (BNS), 2023, Arms Act, 1959, and UA(P) Act, NIA has re-registered the case as RC-13/2024/NIA/IMP after it was first filed at Jiribam PS on November 8, 2024, under the original FIR No. 80(11)2024.
According to the announcement, the NIA personnel began the investigation when they visited the locations on November 21–22, 2024. NIA is now in the process of receiving case files from the local police.
